As today, I am proposing a lady to marry me. I propose to her myself, not just me, but the entire vision of me.

 

A candidate for president (“Capres” in Indonesian term) in Indonesian election 2024, shall bring a very ingenious proposal that adopt OKR (“Objective Key Result”) that can be implemented during his period of presidencies. By adopting the OKR, then we may have a true milestone that workable, achievable as a basis for many future predictions that Indonesia will be a great country in 2045 and beyond.

 

As practitioner in IT, online business, and Information Security, we expect the Capres of 2024 election should put higher attention to technology. In USA, Joe Biden has several programs that rules and promote the technology such as, low cost internet connection and wider reach to all citizen and protection for children and citizen from social media data collection that threaten individual freedom and data protection abuse.

 

Indonesia has the most advance in fintech and payment system technology in Asia. The only national ID that has biometric data in their national ID that already connected to the social security number ID. But this only the beginning, if the sectoral policies among ministry and regional government do not apply and adopt this single national ID.

 

Australia already has provided eCitizen platform to serve their citizen with single online system for their citizenship services e.g., tax, address, letter of domicile, education, and others. This online system, not only providing civil servant services in online mode, but also integrating all the government services and island of ministries into one single platform. Thus, enable integration of tax, individual income tax, corporate income tax, subsidize or other government program to reduce poverty and improve individual prosperity.

 

As June 13th 2023, Mr. Jokowi, forbid any new software development using government budget (APBN). The main reason for this statement is that Indonesia has 27.000 application for the entire Indonesian government, spread over many ministry, entities, level of government etc.

 

What we expect from the future president, is that we need a single platform to connect all the services and gain the benefit of that. Although the purpose of each application, will be determine later, by the needs for single ID, as already well-defined by Dukcapil, i.e., eKTP should be the single CIF (“Customer Information File”) or single “Citizen Information File” that connect to many services provided by private and government sectors.

 

This single CIF will also enable a stringent control on the government program that disburse based on eKTP. An accurate measure on who will get the benefit, cannot be replaced as we can apply non-repudiation principle using biometric authentication technology that already embedded in our eKTP. With this CIF, fake bank loan, fictitious transaction, fake online transaction will be reduced to desired level. Even, if we want, we can implement online eVoting by 2029. Online the right citizen, own a legit eKTP can vote from anywhere around the globe, as long as there is an online connection. Real time results guaranteed.

 

Our future president should ensure that data collection from social media will not abuse individual privacy an prevent online bullying from happening in Indonesia. Proper protection and limitation to access privacy should be defined and monitored.

 

Whatever rules that we define, we should put measures and sanction. Any reward and punishment, immediate and effective reward and punishment model now is available in many countries. We should start to adopt this kind of technology and bring good culture from the west into our Indonesian culture. Despite of many predictions from experts that saying, technology will bring degradation in moral and culture quality. We have belief that certain technology, deployed with careful and good governance will filter the bad ones and foster the productive and conducive technology for Indonesia culture and economic development.

 

Technology in nature, can be a problem solver to current problem, so called with digitizing the manual processes. Like online approval, e-licensing from Bank Indonesia, OSS and many others. But also creating business opportunity, like analyzing medical record for future development of public health policy, analyzing animal health and climate for preventing infectious disease that endanger the whole population in certain areas.

 

Last but not least, we truly expect that our future president will accommodate the technology in many aspects of our lives. Our next generation truly depends on how we can use this wave of digitalization into providing the best living environment, not only exploiting our environment and natural resources, but enabling the youngster to embrace the technology since their born. Over the year, we have experience, that we need technology now and ever. Who can live without their gadget now? 

 

Mr. Capres, please wisely define your technology roadmap and carefully, 5 years is quite a long time if we did not know what to do, but it’s too short if we too busy working without a map. If we fail to plain our technology roadmap now, as if we are planning to fail in the next 5 years.
